While K283 has its own outlaw list, the IKFPA (Inter-Kingdom Fair Play Agreement) maintains a global outlaw system that spans multiple kingdoms. These players have been officially declared outlaws for serious violations and can be attacked at any time, even outside of PvP events, regardless of which kingdom they are currently in.
